Quick Answer

To file your income tax return in Pakistan for Tax Year 2026, log in to the FBR IRIS 2.0 portal with your CNIC and password. Open a new return for Tax Year 2026. Declare your income from 1 July 2025 to 30 June 2026 and claim the tax already deducted from you. Pay any balance through a PSID and enter the CPR number. Complete your wealth statement so that it reconciles, then submit. First-time filers must register on IRIS before they can file.

TY2026 deadline status (28 September 2026): Under section 118(2)(b) of the Income Tax Ordinance, 2001, returns are ordinarily due by 30 September 2026. Tax bar associations, chambers and trade bodies have asked the FBR Chairman for a one-month extension. They cite IRIS failing to accept returns on Sunday, the late notification of the return form, portal glitches and heavier disclosure requirements. No extension had been notified at the time of writing. Treat 30 September as final. Companies with a 30 June year-end generally file by 31 December 2026.

Introduction

Every September, taxpayers across Pakistan face the same questions: which form do I use, what goes into the wealth statement, and why won't IRIS accept my return? This year is harder than usual, because the Tax Year 2026 return arrived late and asks for more detail than before.

This guide comes from the Institute of Corporate and Taxation (ICT), where income tax compliance and IRIS filing are taught as practical, hands-on skills. It follows the full journey: checking whether you must file, gathering your documents, submitting the return, and then confirming your ATL status. For detail on a particular type of taxpayer, each section links to a dedicated ICT guide.

What Is Income Tax Return Filing in Pakistan?

Income tax return filing in Pakistan is the annual process of declaring your income, the tax payable on it and the tax already paid or deducted to the Federal Board of Revenue (FBR). It is done online through the FBR IRIS portal. The return is furnished under section 114 of the Income Tax Ordinance 2001. For individuals, it is usually filed together with a wealth statement under section 116, which declares your assets, liabilities and personal expenses.

In practical terms, filing a return does four things:

  • Reports your income for the tax year from all sources: salary, business, freelancing, rent, profit on deposits and capital gains.
  • Settles your tax position by adjusting tax already deducted at source against your final liability, and by showing any balance payable or refundable.
  • Documents your wealth, so that future property purchases, investments and bank balances can be explained from declared sources.
  • Puts you on the Active Taxpayer List (ATL), which gives you "filer" status and lower withholding tax rates.

Filing is compulsory for persons who meet the conditions in the Ordinance, such as having taxable income or holding an NTN. Many people below the taxable threshold also file voluntarily to gain filer benefits. See how to become an active tax filer in Pakistan.

Income Tax Return vs Related Terms: Key Differences

These terms are often confused, which leads many people to believe they are "filers" when they are not.

ComparisonThe difference
NTN registration vs return filingRegistration gives you a tax identity (NTN/CNIC on IRIS). It does not make you a filer. You become an active taxpayer only after filing a return.
E-enrolment vs IRIS registrationE-enrolment is the first step: it creates your IRIS login using your CNIC, mobile and email. Registration is completed when you submit Form 181 with your personal and income details.
Tax return vs tax paymentPaying tax through a PSID/CPR is not the same as filing. A return is filed only when it is submitted on IRIS, with any CPR entered in it.
Original vs revised returnThe original is your first submission for the year. A revised return under section 114(6) corrects an omission or wrong statement in it.
Filer vs non-filerA filer appears on the Active Taxpayer List and pays lower withholding rates. A non-filer does not appear on the list and pays higher rates.
Income tax return vs sales tax returnThe income tax return is annual, filed with FBR on IRIS. A sales tax return is monthly and is filed only by persons registered for sales tax.

For more on these identifiers, see the difference between ATL, NTN, STRN and SECP registration and sales tax vs income tax.

Income Tax Return vs Wealth Statement: Key Terms

An income tax return (return of income) is your annual declaration to the Federal Board of Revenue (FBR). It sets out your total income for the tax year, the tax you owe and the tax already paid or deducted. It is filed under section 114 of the Income Tax Ordinance 2001.

A wealth statement is filed under section 116. It lists your assets, liabilities and personal expenses at the end of the tax year and reconciles them with the previous year. Individuals filing a return must normally file both documents together.

TermWhat it means
Tax Year 2026Income earned from 1 July 2025 to 30 June 2026
IRIS 2.0FBR's online portal for registration, returns, payments and verification
NTNNational Tax Number; for individuals, your CNIC works as your NTN
PSID / CPRPayment Slip ID (to pay tax) and Computerized Payment Receipt (proof of payment)
ATLActive Taxpayer List, the official list of "filers"

Return vs. wealth statement: the return explains how much you earned. The wealth statement explains what you own and how your wealth changed. FBR compares the two, and a mismatch is one of the most common triggers for notices.

Why Filing Tax Returns in Pakistan Matters More Than Ever in 2026

Filing has always carried benefits. In 2026, not filing has become far more visible to FBR, because it now draws on more data, more automated checks and more detailed returns than in earlier years.

1. FBR can see more of your financial life.
The TY2026 wealth statement asks for the IBAN of every bank account and updated particulars of each immovable property. Banks, property registrars, utility companies and vehicle authorities already report transactions to FBR. A return that leaves out an account or asset is now much easier to spot.

2. Scrutiny is becoming automated.
In September 2026, FBR notified S.R.O. 1655(I)/2026, which prescribes a procedure for electronic scrutiny and for intimating issues detected by its computerised system. It has also announced a National Faceless Centre, removing direct contact between taxpayers and tax officers. FBR additionally operates a Lifestyle Monitoring Cell. Taken together, gaps between your lifestyle, your transactions and your return are more likely to be flagged by the system than overlooked. See FBR notices explained.

3. Filer status still saves real money.
FBR's own 2026 advisory urged taxpayers to file by 30 September. It noted that filers face significantly lower withholding tax on vehicles, property, investments and bank profit, and no withholding on bank cash withdrawals under the applicable provisions. The difference often costs a non-filer more in a year than filing does. See non-filer tax rates in Pakistan 2026.

4. Tax already deducted is recovered only through a return.
Tax withheld on salary, bank profit, mobile bills, electricity bills and vehicle tokens is adjusted against your liability, or refunded, only if you declare it.

5. ATL status is a practical requirement.
Property transfers, vehicle registration, bank facilities, tenders and many visa applications ask for proof of active filer status.

6. Late filing now costs more than a penalty.
Late filers face section 182 penalties and must pay the section 182A surcharge before they can enter the ATL.

Who Must File an Income Tax Return for Tax Year 2026?

Under section 114 of the Income Tax Ordinance 2001, you are generally required to file a return for Tax Year 2026 if any of the following applies to you:

  • Your taxable income exceeded the maximum amount not chargeable to tax, which is Rs 600,000 for individuals in TY2026.
  • You are a company, whatever your income or loss.
  • You were charged to tax in any of the two preceding tax years.
  • You want to carry forward a business loss or capital loss.
  • You own immovable property or a motor vehicle, or hold other assets, that meet the conditions specified in the law.
  • You are registered for sales tax, or are a member of a chamber of commerce or trade body.
  • You have received a notice from the Commissioner requiring you to file.

Who is not required to file? An individual whose income is below the taxable threshold and who meets none of the other conditions is not legally obliged to file. Many such people still file a nil or low-income return voluntarily. Doing so gets them onto the ATL and gives them lower withholding rates.

For a detailed, category-wise checklist, see who must file an income tax return in Pakistan. If you are filing voluntarily for filer status, see how to become a filer in Pakistan.

What's New for Tax Year 2026 on IRIS 2.0

The TY2026 filing season differs from previous years in several ways.

  1. The return form arrived late. According to the Pakistan Tax Bar Association, the return format was uploaded to IRIS only on 27 July 2026, well after the statutory timeline. The Gazette notification was issued on 2 September 2026 rather than 1 July.
  2. The form was amended mid-season. FBR notified an amended TY2026 return form through SRO.1495(I)/2026, adding new parts to the Second Schedule of the Income Tax Rules 2002. If you prepared a draft early, recheck it before submitting.
  3. The wealth statement asks for more detail. The wealth statement now requires updated particulars of immovable properties and the IBANs of your bank accounts. Practitioners also report that IRIS has begun asking for the exemption reason where capital gains tax is claimed as exempt.
  4. Your figures are pre-filled. Withholding tax data from employers, banks and other agents appears in IRIS. It still needs to be checked against your own certificates.

For a field-by-field breakdown, see FBR TY2026 return form changes.

Step-by-Step: How to File Income Tax Return on FBR IRIS 2.0

Step 1: Register on IRIS (first-time filers only)

If you have never filed before, use "Registration for unregistered person" (e-enrolment) on the IRIS login page. You will need your CNIC, a mobile number registered in your own name, and a personal email address.

  1. Enter your CNIC, name, mobile number and email.
  2. Verify the codes sent to your mobile and email.
  3. Log in with the password and PIN sent to you.
  4. Complete Form 181 (registration): address, source of income, and business details if applicable.

Once registration is complete, your CNIC serves as your NTN. See the detailed walkthroughs: IRIS registration guide and how to register NTN online.

Step 2: Log in and update your profile

Log in at iris.fbr.gov.pk. Before starting the return, confirm your address, mobile, email and bank accounts under your profile. A wrong mobile number is the most common reason people are locked out of password resets. If you are locked out, see IRIS password reset and IRIS login problems.

Step 3: Open the correct return for Tax Year 2026

In IRIS 2.0, go to Declaration, start a new (original) return and select Tax Year 2026. Choose carefully between the two main types:

Return typeSuitable forNotes
Simplified salaried returnIndividuals whose income is mainly salaryShorter screens; employer withholding is pre-filled
Normal return (with annexes)Business income, rental income, capital gains, foreign income, or mixed sourcesFull income heads and a detailed wealth statement

Picking the wrong type means filing again, so decide at this step. Guides by profile:

Step 4: Declare your income under the correct head

Salary. Enter gross salary, allowances and taxable perquisites exactly as shown on your salary certificate. Enter the tax deducted by your employer separately as withholding.

Business or profession. Enter turnover, cost of sales and admissible expenses so that the return produces your net profit. Sole proprietors must also attach their business capital to the wealth statement.

Freelance and IT export income. Declare foreign remittances received through banking channels under the head the law prescribes for your activity. Keep your remittance certificates, because the special regime depends on the money arriving through proper banking channels. See freelancer tax rules 2026.

Property (rental) income. Declare gross rent received. If you own more than one property, check whether the section 7E deemed income rules apply to you.

Profit on bank deposits, dividends and savings. These are usually subject to final or separate taxation. They must still be declared, and the tax deducted must be claimed. Details: withholding tax on bank transactions.

Capital gains. Declare gains on securities and property. If you claim an exemption, IRIS now expects you to state the reason (see "What's New" above).

Step 5: Claim withholding tax, deductions and credits

Open the tax chargeable / adjustable tax section and match every entry to a certificate:

  • Salary tax deducted by the employer
  • Tax on mobile and internet bills, electricity bills, vehicle registration and token tax, banking transactions, property purchase (section 236K) and similar items
  • Eligible tax credits, such as donations to approved institutions or contributions to approved pension funds, within their legal limits

IRIS pre-fills much of this. It can still miss deductions or show deductions under a wrong head, so check each line against your certificates. Explainer: tax credits vs tax deductions.

Step 6: Compute tax payable using Tax Year 2026 rates

The TY2026 return uses the rates enacted by the Finance Act 2025. Do not use the Finance Act 2026 slabs; they apply to Tax Year 2027 (income from 1 July 2026 onward).

TY2026 salaried slabs (salary income, 1 July 2025–30 June 2026):

Taxable salary income (Rs)Tax
Up to 600,000Nil
600,001–1,200,0001% of amount over 600,000
1,200,001–2,200,0006,000 + 11% of amount over 1,200,000
2,200,001–3,200,000116,000 + 23% of amount over 2,200,000
3,200,001–4,100,000346,000 + 30% of amount over 3,200,000
Above 4,100,000616,000 + 35% of amount over 4,100,000

A separate 9% surcharge applies to salaried individuals whose taxable income exceeds Rs 10 million.

Worked example: annual salary of Rs 1,800,000

  • First 1,200,000 → Rs 6,000
  • Next 600,000 × 11% → Rs 66,000
  • Total tax: Rs 72,000

If your employer deducted Rs 72,000 during the year, your balance payable is nil. If it deducted less, you pay the difference before submitting (Step 8). If it deducted more, the excess may be refundable.

Non-salaried individuals and AOPs have a different, steeper schedule. See income tax slabs 2025-26.

Step 7: Complete the wealth statement and reconcile it

The wealth statement must balance. In broad terms:

Opening net assets + income (after tax) + other inflows − personal expenses − other outflows = Closing net assets

Example (figures in Rs):

ItemAmount
Net assets on 30 June 2025 (as declared last year)5,000,000
Add: salary after tax (1,800,000 − 72,000)1,728,000
Less: personal and household expenses(1,200,000)
Net assets on 30 June 20265,528,000
Unreconciled amount0

If IRIS shows an unreconciled amount, do not submit until you find the cause. Common causes are a missed gift, loan, inheritance or asset sale; an asset carried at the wrong cost; or personal expenses that were under-declared.

For TY2026, allow extra time to:

  • Enter the IBAN for every bank account you hold.
  • Update the full particulars of each immovable property, not only its cost.

Walkthrough: IRIS 2.0 wealth statement guide.

Step 8: Pay any tax due (PSID → CPR)

If tax is payable:

  1. Generate a PSID in IRIS or at iris.fbr.gov.pk/payment.
  2. Pay through internet or mobile banking, an ATM, or a bank branch.
  3. Enter the resulting CPR number in the return's tax payment section.

A return showing tax payable without a matching CPR is incomplete. Step-by-step: generate PSID and check CPR on IRIS 2.0.

Step 9: Validate, submit and save the acknowledgment

  1. Click Calculate, then Validate. IRIS will flag missing or inconsistent fields.
  2. Fix every error. Warnings may still deserve a second look.
  3. Click Submit and enter your PIN.
  4. Download and keep the acknowledgment, the submitted return, and the wealth statement in PDF.

If validation keeps failing, see IRIS 2.0 filing errors and solutions and last-week IRIS fixes.

Filing Through the Tax Asaan App

Individuals with simple salaried profiles can also file through FBR's Tax Asaan app. FBR has pointed taxpayers to its online system and the Tax Asaan app, with assistance available at its facilitation centres and tax offices. For business, rental or capital gains cases, the full IRIS web portal is easier to work with.

Filing an Income Tax Return as an Overseas Pakistani

Overseas Pakistanis can file online through IRIS from anywhere. Before filing, work out your residential status for the tax year, because it decides what you must declare.

  • Resident: broadly, an individual present in Pakistan for 183 days or more in the tax year. Section 82 also sets other tests, such as 120 days in the year combined with 365 days over the four preceding years. A resident declares worldwide income.
  • Non-resident: declares only Pakistan-source income, such as rent from Pakistani property, profit on Pakistani bank accounts, or capital gains on Pakistani assets.

Practical points:

  • Keep your IRIS-registered mobile number active. If you cannot, update your contact details before the filing season.
  • Many overseas Pakistanis file mainly to get filer status for property transactions. In that case, the wealth statement must still be complete and must reconcile.
  • If you pay tax abroad on income that is also taxable in Pakistan, check the relief available under Pakistan's double tax treaties before filing.

After Filing: Status, ATL, Revision and Refund

How to Download or Print Your Income Tax Return from IRIS

You will often need a copy of your filed return, for example for a bank loan, a visa application, a tender or your own records. To get it:

  1. Log in to IRIS 2.0 with your CNIC and password.
  2. Open your completed or submitted declarations.
  3. Select the tax year you need, such as Tax Year 2026 or an earlier year.
  4. Open the return and use the print/download option to save it as a PDF.
  5. Download the acknowledgment and the wealth statement separately if needed.

You can also confirm your filer and NTN status through FBR's online verification service. Guides: tax filer status in Pakistan 2026 and NTN verification online.

Check that the return was submitted. In IRIS, completed returns appear under your submitted declarations. The acknowledgment is your proof of filing.

Check your ATL status. Use FBR's Active Taxpayer List page or the online verification service. Guides: ATL status check and ATL explained.

Correct a mistake. If you find an omission or wrong statement after submission, you may file a revised return under section 114(6), subject to the conditions and time limits set out in that section. A revised wealth statement follows section 116. How-to: revised income tax return on IRIS 2.0.

Claim a refund. If tax deducted exceeds your liability, the return will show a refundable amount, and you then file a separate refund application. See IRIS tax refund process.

Missed the Deadline? What Happens Next

  • Penalty. Section 182 imposes a per-day penalty for late filing, with statutory minimums.
  • ATL surcharge. A late filer is added to the ATL only after paying the surcharge under section 182A. The surcharge is Rs 1,000 for individuals, Rs 10,000 for AOPs and Rs 20,000 for companies.
  • Notices. Persons FBR believes should have filed may receive a notice under section 114 or 114A.
  • Extension on application. Under section 119, you can apply to your Commissioner for more time. The application has to be made before 30 September, not after it.

Practical rule: a late return is always better than no return. Filing stops the exposure from growing. Details: FBR late filer surcharge and non-filer penalties.

Common Mistakes to Avoid

  1. Confusing the tax year with the calendar year. TY2026 covers July 2025–June 2026.
  2. Using TY2027 slabs from the Finance Act 2026 on a TY2026 return.
  3. Not claiming withholding tax already deducted on bills, vehicles or banking.
  4. Leaving an unreconciled wealth statement. It is the most common source of later notices.
  5. Omitting a bank account or IBAN. FBR receives bank data independently.
  6. Declaring property at the wrong cost or leaving out the TY2026 particulars.
  7. Submitting without a CPR where tax is payable.
  8. Waiting until 30 September. The portal slows and lockouts increase.
  9. Not saving the acknowledgment and PDFs.
