Balochistan Vehicle Verification & Token Tax Guide 2026

Introduction
Buying, selling or renewing a vehicle in Balochistan involves two checks that people often rush: confirming the vehicle's record, and paying the right tax. A missed detail can mean a failed transfer, unexpected arrears or a payment slip that is higher than you planned for.
The Excise, Taxation and Anti-Narcotics Department, Government of Balochistan, now links an online vehicle verification form, an online tax payment service and a number plate check from its homepage. Its Schedule of Taxes and Fees sets the provincial rates, and the Balochistan Finance Act 2026 added new rules for electric vehicles and third-party insurance.

What Is Balochistan Vehicle Verification?
Vehicle verification means checking a vehicle's record in the Excise Department's database. In practice, that means confirming that the registration number exists, who it is registered to, and whether it matches the documents in your hand.
The department says it verifies vehicle particulars against its computer database during registration and transfer. It also verifies registration documents with the manufacturer. Online verification lets you run a similar check before you hand over money.
Verification is not the same as ownership transfer. Verification only checks the record. Transfer changes the owner on that record.
What Is Token Tax in Balochistan?
Token tax is the common name for the annual motor vehicle tax, also called road tax. The department's mandate lists "collecting Road Tax with federal withholding & Income tax". So the amount you pay can include a federal component on top of the provincial one.
- Provincial motor vehicle tax: set by the Balochistan government. The rates below are from its schedule.
- Federal advance income tax: collected with the token under section 234 of the Income Tax Ordinance, 2001. The FBR brochure on tax at source says the Excise and Taxation Department collects it from the vehicle owner. FBR changes these rates through finance acts, so check the current Ordinance. Filer status can affect withholding rates, which is why it pays to check your filer status.
Because of the federal component, treat the amount on your payment slip as the real figure. The provincial schedule is a guide.
Token tax is not the registration fee. Registration is a one-time charge when a vehicle is first registered. Token tax recurs, or is paid once as a lifetime amount where the schedule allows.
How to Verify a Vehicle in Balochistan Online
- Open the Excise Department's official homepage, excise.balochistan.gov.pk.
- Select Online Vehicle Verification from the Services section.
- Enter the registration number and choose the district where the vehicle was registered.
- Compare the record with the registration book and the seller's CNIC.

Check Your Number Plate Status
The department's homepage links a Vehicle Number Plate Status Check page. You select the district (the list covers 35 districts, including Quetta, Gwadar, Hub, Kech/Turbat, Khuzdar and Lasbela) and the vehicle type (non-commercial, commercial or motorcycle/scooter). Then you enter the complete plate number, for example TKA-123 for a non-commercial vehicle or MA-0001 for a motorcycle.
The result panel shows the registration date, district and vehicle type. The department's system tracks plate ranges as Arrived, In Process or Not Ready, so a plate not yet issued can be told apart from one waiting at the office.
Smart card verification and queue management are still marked "under process" on the homepage.
Checklist before buying a used vehicle
- Run the online verification and note the owner's name, engine and chassis details.
- Check that these match the registration book and the physical vehicle.
- Confirm the seller is the registered owner. Both seller and buyer must appear with their CNICs for a formal transfer.
- Check whether tax is outstanding before agreeing a price.
- If the vehicle was registered in another district or province, its arrival must be reported before transfer.
- Do not accept an open transfer letter in place of a completed transfer. The formal process is the one that puts the vehicle in your name.
Why verification might fail
Common causes are the wrong district, a typing error, or an incomplete record. If the form shows nothing, recheck the number and district. If the record still fails, visit the district Excise and Taxation Officer (ETO). The department's directory page links a list of offices.

The department runs two zones. The Director General (North) sits in Quetta, and the Director General (South) sits at Hub. Balochistan Token Tax Rates for Cars and Jeeps
These are the rates in the department's Schedule of Taxes and Fees, effective 1 July 2025. The Balochistan Finance Act 2026 does not change these tables. Its only amendment to the schedule is the electric vehicle waiver.

Notes:
- Vans and station wagons use the same bands. The one difference is above 2,000cc and over 10 years old, where the lifetime amount is Rs 20,000.
- For cars up to 1,000cc, the yearly option only applies to vehicles that have completed five years. New cars in those bands pay the lifetime amount.
- Lifetime rates for vehicles up to 1,000cc apply to the period for which tax has actually been paid. Years of non-payment are excluded when working out the age band (Explanation I in the schedule).
- Late penalty: the schedule lists Rs 120 per quarter.

Worked examples (provincial schedule only)
- New 800cc car: the lifetime amount is Rs 12,000.
- Seven-year-old 1,300cc car: Rs 1,400 per year, or a lifetime amount of Rs 15,000 (see the note above). Paying yearly costs Rs 14,000 over ten years and Rs 15,400 over eleven. On those figures the lifetime option only pays off if you keep the car for roughly eleven years or more.
- New 1,300cc car: Rs 17,000 lifetime against Rs 1,400 per year. The break-even is a little over twelve years.
These are simple arithmetic on the provincial schedule. They exclude the federal advance tax and any penalties.
Electric vehicles
Electric vehicle tax is calculated by converting motor power from kilowatts to an equivalent engine capacity (Explanation II). The Balochistan Finance Act 2026 then adds a proviso that a 100% waiver of motor vehicle tax applies to new energy and electric vehicles until 30 June 2030. That waiver covers the provincial tax. Federal taxes are set by the federal government, so confirm with the ETO what, if anything, is still collected on an EV.
How Much Will You Actually Pay? Federal Tax on Top of the Provincial Rate
The provincial schedule is only part of the bill. Under section 234 of the Income Tax Ordinance, 2001, advance income tax is collected along with motor vehicle tax. At registration and transfer, section 231B applies as well. Rates depend on whether the owner is on the Active Taxpayer List (ATL). The figures below come from FBR's Withholding Income Tax Rate Card, updated up to 30 June 2026 as per the Finance Act 2026. FBR states that the Ordinance prevails if the card differs.

"Lump sum" applies where the motor vehicle tax is collected in one payment, such as a Balochistan lifetime token.
Other categories on the card: goods transport vehicles pay Rs 2.50 per kg of laden weight. Passenger vehicles pay per seat: Rs 200 (ATL) or Rs 375 (non-ATL) for 4 to under 10 persons, Rs 500 or Rs 750 for 10 to under 20, and Rs 1,000 or Rs 1,500 for 20 or more.

On these figures, a lifetime payment for a 1,300cc car equals about twelve years of yearly payments. The amount on your PSID is the figure that counts. Exclusions and conditions in the Ordinance may apply to your vehicle, so confirm with the ETO.
Section 231B: at registration and transfer
At registration, the federal advance tax is a percentage of vehicle value:

"Value" means the invoice value including duties and taxes for locally made vehicles, the assessed import value plus duties and taxes for imported ones, and the auction value for auctioned ones. For example, a locally made 1,300cc car with an invoice value of Rs 4,000,000 attracts Rs 60,000 for an ATL owner and Rs 180,000 for a non-ATL owner. Where engine capacity does not apply and the value is Rs 5,000,000 or more, the card shows 3%.
At transfer, FBR's card lists fixed amounts:

These amounts reduce by ten percent for each year since first registration in Pakistan. Where engine capacity does not apply and the value is Rs 5,000,000 or more, the card shows Rs 20,000.

How Balochistan compares with Islamabad and Punjab
Balochistan still uses fixed amounts by engine size, with a lifetime option. Islamabad moved to an invoice-value-based structure from 1 July 2026 under the Finance Act 2026. A vehicle must be verified with the province that registered it.
How to Pay Balochistan Token Tax Online
The department links Online Tax Payment from its homepage, which opens the Balochistan Excise E-Payment Service at taxes.excise.gob.pk. Documented walk-throughs of the service describe this flow:
- Open the service from the official homepage.
- Enter your mobile number (10 digits, without the leading zero) and the vehicle registration number.
- Select the registration district.
- Review the vehicle details the system retrieves, including the owner's name and filer status.
- Choose annual, bi-annual or lifetime tax, where offered, and check the amount.
- Generate the PSID (payment slip ID).
- Pay the PSID through a bank app, ATM, mobile wallet or bank branch. The service states a validity period for each PSID, reported as 30 days. Check the date on screen and generate a new one if it lapses.
Keep the payment confirmation as your proof.
When the system sends you to the excise office
Online payment can stop with a message to contact the ETO. Reported triggers include:
- no CNIC linked to the vehicle record;
- a missing last-payment date;
- engine capacity recorded as zero;
- electric vehicles, which cannot be calculated online;
- arrears from before July 2025.
If you hit one of these, the record needs correcting at the district office before you can pay online.
What Happens If Token Tax Is Not Paid?
The published schedule sets a penalty of Rs 120 per quarter. This is the only consequence the department's schedule spells out. We could not find published enforcement steps for unpaid private vehicle tax, so ask your district ETO what applies to your case.
Two practical points:
- Older arrears matter online. Reported BETO messages send owners with arrears from before July 2025 to the ETO to clear them first.
- Clear dues before a sale. The department's FAQ says a new registration book is issued for a "clear vehicle" on transfer, and hire purchase deletion carries its own fee. Settle tax and any financing before you transfer.

For illustration, a car up to 1,500cc valued at Rs 3,000,000 would attract a registration fee of Rs 30,000 (1%). Federal advance tax may also apply at registration and transfer under section 231B, so check current FBR rates.

Re-registration is Rs 3,000 for non-commercial and Rs 5,000 for commercial vehicles (Rs 500 for motorcycles). Registering late by more than twelve months adds an enhanced fee: Rs 500 for two and three wheelers, Rs 1,000 for four wheelers. A fine applies when a biometric verification slip expires: Rs 2,000 for HTV/LTV and Rs 300 for motorcycles.
Earlier in 2026, news reports said the department ran a one-month window waiving registration tax. PakWheels reported it as starting on 6 April. Check the department's website for any new campaign.

Registering a vehicle
- Original sale certificate and invoice (registration and verification copies)
- Forms F, I and the computer form, filled and signed by the owner
- The vehicle, presented for physical verification to an Inspector (commercial vehicles also need a Motor Vehicles Examiner)
- Registration fee challan
- Attested copy of the CNIC
- For government or company vehicles, a covering letter from the head of department or company
The office issues a receipt and normally gives about two weeks for the registration book.
Transferring ownership
- Transfer letter and Form T.O., both notarised
- Notarised photocopies of both CNICs

Lost registration book: Form C.R.L.D., a Rs 100 stamp-paper affidavit, the duplicate fee, proof of road tax payment, and, unless the book was destroyed, an FIR and a newspaper advertisement.

What Changed in 2026
Third-party insurance. The Balochistan Finance Act 2026 inserts section 67H into the Motor Vehicle Ordinance, 1965. It says no vehicle other than a two-wheeler or motorcycle shall be registered, granted a transfer of ownership, or permitted to pay motor vehicle tax unless it holds a valid third-party insurance policy. The Act came into force on 1 July 2026 unless it says otherwise. We could not confirm from the department's website how this is being applied at counters or online. Ask your district office before you queue.
New number plates. The Act substitutes a new plate schedule. It provides a unified series for CNIC-based registration, and plates carry security features and the province name. Electric vehicles are marked with a green strip.
Owner-Linked Number Plates: What Buyers and Sellers Should Know
The department has published a guideline for the Personalised Registration Mark (PRM) system. It is issued under Rule 32 of the Motor Vehicle Rules 1969, amended by a gazette notification dated 26 August 2025. Under it, a vehicle's number is linked to the owner's CNIC rather than to the vehicle. In summary:
- When you sell a vehicle, the number plate stays with you. The new owner receives a new number registered to their own CNIC.
- You can apply to put your number on a new vehicle. Once the registration authority approves, the number becomes active against that vehicle.
- A number that went inactive on sale can be reactivated within two years, or as the authority directs.
- If you do not sell, or buy another vehicle within two years, the number stays with you for life. It can be reallocated if you surrender it, if it stays inactive for two years, or if the owner dies with no legal heir.
- Changing the body type does not change the number.
- Where a number already sits with the original owner, it is treated as a personal number. The chassis number is used to identify and verify the vehicle in the system.
- The department states the aim as transparency in ownership and fraud prevention.
For buyers: do not assume the plate on a used vehicle will stay with it. Ask the ETO how the new number is issued and what it costs in your case. The Finance Act 2026 also provides a unified CNIC-based series for new plates.
Vanity plates: the homepage links a vanity number plate application form. A notice there set a Rs 5,000 processing fee deadline of 30 September 2026, which has now passed. Check the homepage for the next round.
Digital challans. The Act defines a government digital revenue platform, B-Pay, but leaves the start dates to the Finance Department. Do not assume payment channels have changed until the department says so.

Common Mistakes
- Choosing the district where you live instead of where the vehicle was registered.
- Paying only the provincial figure in the schedule and ignoring the federal component on your slip.
- Paying an old PSID instead of generating a fresh one.
- Treating an open transfer letter as proof of ownership.
- Buying a vehicle without running verification and checking outstanding tax first.
- Assuming the Rs 15,000 band applies without confirming the "1,5000" typo in the schedule.
- Assuming the number plate transfers with the vehicle when you buy it.
- Budgeting only the provincial rate and forgetting the federal advance tax, especially for non-ATL owners.
